Why this site is a checklist and not a sales pitch
Most plumbing problems in a Hendersonville house end up touching three separate offices. The plumber fixes the pipe. The City of Hendersonville bills the water and sewer that ran through it and decides whether any of a leak gets credited back. Henderson County Permits & Inspections decides whether the repair needed a permit and an inspection. Each office publishes its own rules, and each one has a deadline or a form that is easy to miss when the floor is wet.
So every page here is organised as a list you can tick off. Each item points to the public document behind it: the City fee schedule, the 2026 leak adjustment policy, the utility billing policy that took effect on October 1, 2026, or the Henderson County 2026-2027 permit fee schedule. Where a page quotes a dollar figure, the table under it names the source, and the source line at the bottom of the page links to it.
Nothing on this site is a plumber's price. Labor rates, trip charges and parts markups belong to the plumber, and the only honest place to get them is a written quote for your job. What you can check in advance is everything the public side of the bill depends on, and that is what the checklists cover.
Checklist one: water is coming out where it should not
Step one is to stop the water. Find the main shut-off inside the house, usually where the service line enters a crawlspace, basement wall or utility closet, and close it. If you cannot find it or it will not turn, the City lists an emergency leak number, (828) 697-3073, on its leak adjustments page. The City also gives a rebate of up to $300.00 toward a customer-side shut-off valve, which tells you how much it values one being there.
Step two is to protect the house: kill power to any wet circuits at the panel, move what you can, and take photographs of the leak, the water and the damage before cleanup starts. Those photos matter later, both for an insurance claim and for the City's leak adjustment form.
Step three is to call a plumber, and step four is to keep the invoice. The City's 2026 leak policy asks for a licensed plumber's invoice and statement as proof of repair, or receipts plus before-and-after photos when the owner fixes it. The emergency checklist goes through these steps in more detail.

Free Quote RequestCall (828) 845-4910Checklist two: the water bill jumped
A high bill is often the first sign of a leak that nobody can see. The City bills in hundreds of gallons, so the usage line on your statement multiplied by 100 is the number of gallons the meter recorded. Compare it with the same month last year. A running toilet, a dripping outdoor spigot, a cracked irrigation line or a failing water heater relief valve can each add thousands of gallons over a billing cycle.
Inside city limits, residential water is charged as a monthly base charge of $12.55 for a 3/4-inch meter plus four volume tiers, starting at $4.73 per 1,000 gallons for the first 3,000 gallons. Sewer is charged on the same metered volume, which is why a leak that never reached a drain still shows up on the sewer line of the bill. The leak cost calculator turns a leak size and a number of days into a dollar range using these published tiers.
If the leak is real and fixed, the leak adjustment checklist explains how to ask the City for a credit. If the bill is high and no leak turns up, the high water bill checklist lists what to rule out before you call.

Checklist three: does this job need a county permit?
Henderson County Permits & Inspections handles residential permits for the county and the municipalities that use its inspections department. Its frequently asked questions page says a plumbing permit is required for any addition to or change in the design of plumbing, and to hook up to public water or sewer. It also says all trade work must be done by licensed contractors regardless of value.
The 2026-2027 county fee schedule lists a plumbing trade permit at $75.00, the same as electrical and mechanical. A reinspection is $75.00, and starting work without a permit costs a $200 penalty on top of the permit fee. Remodels are priced by square footage, starting at $150 for under 1,000 square feet, and you add a trade permit for each trade involved.
Ask your plumber who pulls the permit. Usually it is the contractor, but get it in writing on the quote. The Henderson County permit checklist covers the SmartGov portal, inspection requests and how long permits stay valid.

|---|---|---|
| Plumbing trade permit | $75.00 | Henderson County 2026-2027 fee schedule |

Checklist four: is the plumber licensed in North Carolina?
North Carolina licenses plumbing contractors through the State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors under Chapter 87, Article 2 of the General Statutes. The board publishes a license lookup at nclicensing.org. Search by name or license number and check that the license class covers plumbing and that the status is active.
The name on the license should match the business name on the quote, or the quote should name the licensed person responsible for the work. A license search is also how you confirm the person who signs the leak adjustment statement for the City is who they say they are. The license check page lists what to look for in the search result.
Insurance is separate from licensing. Ask for a certificate of insurance before work begins, especially if the job involves cutting into finished walls or digging in the yard.

Fees for new service, taps and system development
Building a house, adding an accessory dwelling or moving a meter brings a different set of City charges. The fee schedule lists a water main tap and service for a 3/4-inch meter at $1,625.00, a stub out at $975.00 and a drop meter at $350.00. System development fees for a single-family house are charged by heated square footage, and a 1,000 to 1,500 square foot home pays $1,332.00 for water and $2,188.00 for sewer.
These are City figures, and they sit next to the plumber's own price for running the service line from the meter to the house. The tap fee checklist lists the full table and the questions to ask before any digging starts.
The Henderson County permit FAQ gives the numbers to call for tap fee details: Hendersonville Water & Sewer at 828-697-3063 and the Metropolitan Sewer District at 828-225-8209, depending on who serves the lot.

Rebates and the 2026 billing rules
The City's Water Conservation Incentives Program pays rebates for a customer-side shut-off valve, high-efficiency toilets, a weather-based irrigation controller, an ENERGY STAR dishwasher and an ENERGY STAR washing machine. The schedule notes that only a limited number of rebates are offered each year. The rebate checklist shows each amount and limit.
The City's utility billing policy took effect on October 1, 2026. It sets the due date at 20 calendar days from the billing date and lays out the steps that lead to a late fee and, eventually, disconnection. If a leak has pushed a bill beyond what you can pay at once, read the billing policy checklist before the due date passes, not after.
The common thread is timing. Leak adjustments have a 90-day window, bills have a 20-day due date and county permits expire if work does not start. A checklist keeps those dates in front of you.

Nearby towns and the rest of the county
Hendersonville is the county seat, and the 2020 Census counted 15,137 residents and 8,371 housing units inside 7.41 square miles. The City water system reaches well past the city limits; EPA records list it as serving about 79,278 people. If you live in Fletcher, Flat Rock, Laurel Park or an unincorporated part of the county, you may still be a City water customer billed at the outside-city rates.
Separate pages cover plumbing in Fletcher, NC, water heaters in Flat Rock, NC and well pumps in Henderson County, where many homes outside the water service area rely on private wells.
Whichever town you are in, the form on this page sends one Free Quote Request to independent plumbers who work in Henderson County. Describe the problem once, include what you have already checked, and the plumber who calls back starts from the same list you did.

Checklist five: what to write in the Free Quote Request
The form asks for four things, and the more specific the description, the better the first call goes. Say what is happening, where in the house it is, how long it has been going on and what you have already checked from these lists. A sentence like 'meter moves with everything off, main valve closed stops it, crawlspace is dry' tells a plumber more than 'possible leak'.
Mention your water provider and whether the property is inside Hendersonville city limits, in another town such as Fletcher or Flat Rock, or in unincorporated Henderson County. That decides which rates, which leak policy and which permit office apply, and it tells the plumber which paperwork you may need afterward.
If the City may owe you a leak credit, say so. A plumber who knows you will need an invoice with a written repair statement can write it correctly the first time.
